New Ryzen Build Wont Post?

Ok guys so I build computers for people, thats how I get around. So presumably I know what Im doing... Just so that I dont get a million answers 'your 8 pin cpu connector' thanks.
So here are my specs and the problem is below them:
AMD Ryzen 1500x
Asus PRIME-X370 AM4
EVGA NEX650G
1TB 7200RPM Seagate Barracuda drive
XLFR GTX 960
Corsair 2x8GB Vengeance LPX 3000mhz

Ok so my problem is when I power the pc on, there is no beeps from the speaker and the monitor says: no display. Ive tested 3 monitors on DVI and HDMI and all have the same story. I have tried an RX 480, R9 290x, and a gtx 1080 ti on it, same issue. Also, I have sent the mobo back TWICE because the signs show of a mobo failure. I tried swapping the ram sticks and only using one, bench testing where I only had the cpu and mobo plugged (mobo has integrated graphics).
I am being pointed towards it being a cpu failure, but I know how rare it is so I am not sure. I know its not the PSU because all the fans spin as well as the RGB lighting on mobo and case. I must also mention that the build uses no more than 300W so a 650W psu should cover it. Answers?
Help? My client is patient with the build but it worries me that a new platform is having issues and I would like to believe that it is just me but ive tried every single technique for diagnosing and I cant find anything. :(

Hi Antkiller :) Being a new platform an all it may be difficult to get any direct answers atm.

Many are having issues on the AM4 platform during initial Post and you may require a Bios update to address new RAM.
The latest being 0604 with update for AGESA to 1.0.0.4a.
There are still issues regarding RAM support and I recommend trying another kit maybe at 2400Mhz from those tested on the MB QVL.
Sorry I could not be of better help and yea, it's difficult when you don't have a Qcode led to troubleshoot with.

Try one stick or ram and see if the system powers up, then update the bios or configure it if required.

Seems to be quite a few problems going around currently with the AM4 motherboards and high speed RAM.
