CPU fan running at 200rpm when overheating

So last night my computer randomly shut off so I checked the temperatures at my cpu was at 80 degrees celcius. I checked and the fan is BARELY moving at all BIOS said 200 rpm. Now the weird thing is that when I first start up my computer the fan is running full speed and everything is fine, after about 10 minutes it gets progressively really slow again, and if I manually stop the fan with my fingers then let the fan go again it runs at a nice fast speed for a few moments then slows down again. Not sure what to do set fan to "always max speed" in bios and tried speedfan to try and control the speeds but nothing works, afraid to try other things because the cpu is just so damn hot and I'm afraid to leave my computer on for more then a few minutes please halp

It'd be really nice to know your motherboard !
I'd be tempted to think the fan might be dieing too, except for the fact that when you stopped it, it was able to recover well. I'd check to see if you can control/manage fan speed thru the BIOS, and try setting an aggressive curve and see how it does. There may also be a motherboard utility you can install that would do the same thing.
