'Black' means overclockable, right? If so- it is better to just overclock the CPU. You may need to get a cooler like 212 EVO for $25 (and compatible with latest brackets- so it can be used in the next build) and overclock with that. Performance at ~4GHz would not be different from any other APU/Athlon X4, if not better. And doing it this way would be very very cheap.
As for the GPU- GTX1050Ti is best if your power supply is low quality, but if it is a good one and you want to play the very latest/future games- RX470/570 might be a better choice. A little bit too much for a CPU like this, but it would allow to play games at best quality at 1080p, graphically intensive games would run faster, and is a much better choice to transfer to a new system if you buy one in a year or two. Also, much better if you upgrade your monitor at some point, as it would allow getting a freesync monitor, which can make low frame rate look better and more fluid- a logical choice for budget builds.

my current processor is not over-clockable with the AMD Overdrive overclock utilities and i don't think I'm confident enough to go fiddling with the bios. only AMD processors with the "K" designation at the end (example: athlon 880k, a10 7890k) are overclockable with the overdrive utilities.
