high temps in i3 6100

Something is wrong with those numbers. I assume idle temperature is 60 deg C and load temperature is 90 deg C?
As you mentioned, you should check to see if your fan on the CPU cooler is working first. You may need to reinstall the cooler with new thermal paste.
