Cpu not starting up after installing Dell 317k At Radeon Hd 6450 graphics card

I have a Gigabyte 785GMT USB3 Mobo with AMD Phenom 2 CPU and 450 W PSU. Got a refurbished ATI Radeon HD6450 graphis card for a deal and installed it in the PCIe x16 slot. My CPU refused to start. No beep, no lights, no fan. Nothing... After removing the graphics card, the CPU started and computer is working just fine. Tried this several times. Everytime with the graphics card intalled, the CPU would not start. What could be the issue? Is my graphics card having an issue? Is my PCIe slot having a problem? Or is it a compatibility issue with my MOBO?

bhartisunil Connect a 8 pin PCIe cable from the power supply to the 8 pin socket on the Gigabyte motherboard.
