Computer runs slower with new Graphics Card

I haven't upgraded in a while so I decided to upgrade my graphics card. The issue is, my computer seems to run much slower since installing the new card. Games run fine, but starting them up initially, as well as other general processes like startup, loading webpages, etc, seem to take much longer than before.

The new card I installed is Gigabyte's Radeon RX 480 Windforce 4gb

New drivers are installed. I am running windows 10. Is there a Possible compatibility issue?
 
If games run fine, but general computer performance seems sluggish, my suspicion is Windows is gummed up in some way. It's likely to be driver related. So you want to uninstall all AMD videocard related drivers and software. Then reinstall the newest drivers off the AMD website. Then reboot your computer and test it.

I don't think compatibility is the issue at all.
