Something wrong with my mobo

First of all I am fairly new to the whole pc thing and this is my very first build.
My specs:
CPU: AMD Vishera FX6300 3.5 Ghz 6 cores
GPU: MSI GTX Geforce 1050 2GB GDDR5
CPU cooler: Alpine 64 GT
Motherboard: ASRock 970 Extreme3 R2.0 AM3+
RAM: 12 GB Corsair 1300
Case: Thermaltake MS-I Snow
PSU: Corsair VS550W
SSD: Kingston HyperX 120 GB
HDD: TOSHIBA 500 GB

I will start off by saying that I intended for this to be a low budget, fairly powerful for its price gaming pc, however It did not preform nearly as well as I thought It would ( I play tf2 competetively and was disappointed when I got 50-150 fps on 1080p max settings). Few days ago I suspected that there might be something wrong with my mobo. I cant access bios by pressing F12, delete and so on, my X-Boost feature isnt functioning at all and when it did it made my fps worse. Please suggest things I could change, in order to fix thtose issues, as it is starting to get quite irritating.
