Issue with First Build, please help!

Hey guys, I'm having this problem with my first build so I guess I'll start from the top. My system specs in no particular order are
AMD FX 9590
ASUS M5A99FX Pro R2.0
NVIDEA 1070
EVGA Supernova 750G2
And this part is what I have a problem with:
Used to have an EVO 212 for cooling but I bought and installed a Corsair H60 just before this whole thing went to crap.

I build the computer about a month ago and all was working okay, I had to underclock the CPU to get reliable and steady performance otherwise it would overheat. I read somewhere on here that the FX 9590 requires a liquid cooler and at least 1000 watt PSU. So I ordered the EVGA Supernova 1050, which got shipped to me broken so that's a separate issue, and I also grabbed a Corsair H60. After I installed the H60, the computer wouldn't boot for more than a second. I figured it was a failsafe, probably a short. So I unplugged and reseated everything. Now it will turn on, but not even get to BIOS, just sit there all fans spinning and the CPU light is solid red. I took everything back apart and saw some thermal paste on the pins of the CPU itself, so I cleaned those off. I don't remember if it was the conductive type or not, so I'm unsure what permanent damage might be at risk there. Once I cleaned it, I reinstalled everything but the GPU and it's still got the red CPU light solid.

Pretty much at my wit's end, I am looking for any advice I can get.

The pins are already clean, I got that done first.
 


Your cpu is most likely fried or something else. The red light means something broke.

Clearly, brother. How do I troubleshoot that or isolate the processor as the problem before I go buying another $150 processor?
 


Thats the problem you can't troubleshoot without getting another cpu. If you can get a cheap am3 chip and test the board. However make sure you can return it even when opened. Also the 9590 is a horrible cpu in and by itself and has a whole lot of issues by itself. It's really easy to do something wrong with it so I do think your cpu is down because of the thermal paste.


You also don't need a 100w psu the 750 is more than good enough.

Herein lies your problem.

You have most certainly a damaged processor..
Yes, indeed, now, I really want to know how exactly thermal paste got to the pins?

There are 940 pins in an array of that processor (PGA), and the space between each columns are about 0.75mm
Each column is very delicate and once you moved it _ the stress on the material itself would be enough for not working.
Yes, I would indeed say you have destroyed it by yourself.
Perhaps also the motherboard.
