Were Windows 95, 98 system sounds midi files?

in windows 95 and 98 the sound files like windows start and windows errors and stuff like that were wav files
midi sounds horrible compared to a sound card capable of play ad wave file or a mp3
midi in 1998 was not popular anymore, perhaps in 1995 with some old DOS games but not under windows
only people composing music on midi used strongly that on hat period of time, people on desktop games and apps didn't used it really
on windows 98 the mp3 boom moved away even wav files, forget midi files with 4 instruments!

the sound cards had both capabilities
midi ports and midi reproduction and also a processor to reproduce audio
at least decent ones like the old venerable sound blaster 16 tht thing had midi port, midi capabilities and played mp3 songs without much problem
