mouse left click not working properly (click/drag)

I have been having problems with my wired optical mouse for the last several weeks now with the left click function either double or triple clicking despite being clicked only once and/or a failure to perform click-and-drag functions.

I've tried googling this problem away and have tried the following with no real success at fixing my mouse:

1. Bought a brand new mouse with no improvement (defective hardware?).
2. Reinstalled mouse drivers with no improvement (bad drivers?).
3. Reinstalled Generic USB Hub and USB Root Hub drivers with no improvement (bad drivers?).
4. Adjusted for "Best Performance" under Systems Properties > Advanced > Performance > Visual Effects with no improvement (windows updated?).
5. Disabled "Allow the computer to turn off this device to save power" for mouse USB Hubs with no improvement (USB problem?).
6. Disabled the "USB Selective Suspend Setting" under Control Panel > Power Options > Change Plan Settings > Change Advanced Power Settings > USB Settings with no improvement (USB problem?).
7. Disabled "Realtek HD Audio Manager" under Task Manager > Startup with no improvement (Realtek problematic?).
8. Ran a Hyper Scan and a Custom Scan of all drives with Malwarebytes 3.0.6 (virus?). Nothing unusual, no improvement.
9. Ran CCleaner 5.29.6033 64-bit on both system and registry (registry problem?). Nothing unusual, no improvement.
10. Tried various different USB ports on front and back of tower with no improvement (bad port?).
11. Tried USB 2.0 and 3.0 ports with no improvement (USB problem?)

Just so the reader knows since they probably are going to ask this, in order to save time and simplify everything:

Q: Did you try to reinstall drivers with your old mouse or new mouse?
A: I reinstalled drivers multiple times with both the old and new mouse.

Q: Did you apply the power settings to your new mouse that you applied with the old one?
A: Yes.

Q: Is your mouse not clicking/dragging at all or just partially?
A: The double/triple clicks seem to happen every other click while the object intended to be dragged across my screen will drag for less then a second and then suddenly stop dragging.

Both mice I have used were wired, optical mice with 7 buttons and a scroll wheel. Both experienced the same problem. The scroll wheel, pointer, and right click works just fine though.

The problem is not there after windows starts up at least for a good five to ten minutes and then it starts to hit me only then. The problem will also go away temporarily if I change the port the mouse is plugged into but it just returns in about another five to ten minutes and then I have to change the port it's plugged into again and repeat the process over when it comes back. It doesn't seem to discriminate which ports I'm using either.

My first thought was this could be a software or driver issue but the typical ways to address that were not working so I figured it probably was the mouse but it turned out not to be. I thought maybe it was my USB hub on my computer then but that too didn't work out when I tried to address that. I still have a feeling it's a software problem but I'm out of ideas about what to do about this and so far have come up empty on working solutions to this. Any feedback on this would be appreciated, a solution even more so. Thanks!

Do you think it could be something conflicting between a windows update and drivers or something? Around the time this stuff first started to hit me I believe there was a bunch of updates at the time, display drivers in the very least I remember. Could there be any possibility it could of been something along those lines that have been causing this for me?
