On one hand, I'm not entirely sure what you're referring to when you use "VGA". If by graphics card, then it's an easy process; and depending on your case and the screws used to hold the graphics card in place you may not even need a screwdriver.

It's a matter of disconnecting all cables to the graphics card (at the very least), opening the case, removing the screw(s) which holds the graphics card bracket to the case, unlocking the clip on the end of the motherboard's graphics card slot, remove any power connectors to the graphics card, and remove the graphics card. Pretty much the reverse for installing a new graphics card. All this is done when the PC is off of course. There is the matter of drivers as well. Components are fairly...

Components are fairly standard, but it does depend on the amount of detail you're asking for.

If you mean the actual VGA port itself, I would imagine you would need the relevant components and soldering equipment to do it. But if you're asking I would also imagine it may be more complicated than what you're currently capable of (not to mention trying to obtain parts). That would be along the lines of electrical repair, I believe.

On the other hand it may be easier to search Youtube for relevant videos for a visual guide.
