12v rail shows 24v

Recently my pc is acting strangely. When I turned it on, after a few seconds (2-3sec) it turns off and on again and says about Asus power surge. It happens frequently now. I checked my bios, it shows that the 12v rail is slowly increasing from 11v until it reached 16v then restarts automatically. Sometimes from 11v to 24v immediately.

I thought i have a bad psu (aerocool 600w 80plus bronze). I replaced it with Corsair vs550. I booted it up, and after a minute the power surge triggered again. It Still shows 24volts on a 12volts rail.

Is my mobo faulty? or we have a faulty wiring connection?

my pc:
CPU: Intel i7-3770k
MOBO: Asus P8Z77-V LK
GPU: Asus GTX-1050 2G
RAM: G.skill 3x4gig

thanks for the replies. I disabled the anti surge detection, the pc is running fine (as of now). I'll keep an eye on the motherboard just in case something happens.
