Very Low Fps all of sudden in every game.

i changed from Windows 7 to win10, but win10 sucked, so i got back from win10 to win7, and now my fps is so low.
Before on windows 7>
CSGO: 180+
RUST: ~90
H1Z1: 40-60

Now on Windows 7>
CSGO: barely 100
RUST: 30- unplayable. lag spikes.
H1Z1: 30-27 playable but very choppy.

Anyone knows what is cause of this?
All Drivers are up to date.

Even tweaked settings for games and put all things on lowest.

Is windows 7 fully updated? With fresh installs of Windows 7 Microsoft plays trickery with you and does not allow it by default to update. Install process explorer to see what background tasks are eating up your CPU resources. I bet windows update is trying to phone home unsuccessfully and is taking up 30% of your CPU resources.

CPU Usage is normal 4%-20% without doing anything.
Yes it is fully updated.

Well, i just did it, installed all updates too. Nope. Same sh*tty fps.
Point is, i just want to stream but cant with that low fps.

Process explorer will let you see if anything is chewing up background CPU resources. I am curious to see if all is well or not. It is supplied by Microsoft. Have you monitored your thermals to make sure your PC is not down clocking? If you have a stock Intel cooler the retention pegs are known to pop out of place and cause havoc.
