So I built my computer almost 2 years ago and it regularly run at around 20 degrees idle and would go to around 30 when gaming. I decided to clean my case yesterday and used a cloth and brush to clean out dust from the components. I also noticed that my heat sink has almost halfway slipped off my CPU. So I took off the heatsink and I clean it, and cleaned the CPU of thermal paste, and reapplied it, this time it was set evenly and was fully on the CPU. My biggest surprise is that when I started my computer, my computer temp while ideal was 30 and while gaming it is at 46 Celsius and climbing. I checked using HWMonitor but to my surprise my CPU usage is only at around 5% and my CPU temp was in the 20-30 range. So I'm completely confused why the temp went up so high after cleaning. Please let me know

This is what HWMonitor is saying as i'm browsing youtube. My computer temperature (displayed on my case) is at 36 degrees celsius. Please take a look at that link and tell me what you think

Those temperatures seem realistic and fine to me unlike your alleged previous temperatures..
Btw what cooler do you have?

Edit: wait.. 17°C? That does not seem realistic.. what is your room temperature? Do you need to wear a feather jacket at home or what?
