Computer only using 4gb of RAM, but CPU-Z and Speccy show 8gb

As the title reads, my PC is only using 4gb of Ram, and only shows 4 on the control panel, but the two programs listed above show 8, and they're not using all the mHz possible. Is there a way to fix this?
