I have an i7 4790 and a 280 watt PSU. Currently my build uses a GTX 750ti. Im upgrading to either a 1070 or 1080. will my psu be big enough?

Since Lenovo is a major international brand, I doubt it uses PSUs that are that deep into the hazard spectrum as that would expose them to civil and criminal lawsuits in most countries with electrical, fire and occupational hazard safety codes where such PSUs would be declared unfit for trade. Having your shipments intercepted by customs once you are known to import stuff that is not legal for trade for retail purpose gets expensive when you have to pay holding charges until you either send people to fix the issues on-site, have your shipment shipped back or have customs destroy your shipment for which there will be additional disposal charges.

While large companies may get away with shipping PCs with sub-standard PSUs, they cannot afford to deliberately use outright hazardous ones due to how badly that could mess up their future business. You've seen what can happen to a company that uses abnormally unsafe components with Samsung's Galaxy S7... I doubt Lenovo would like to be the next one in line for a world-wide product recall if its PSUs were found to be unusually dangerous.

That said, 250W is not going to be anywhere near close enough if a significant chunk of it is on 3.3V and 5V as is usually the case with smaller PSUs.
