CPU can boil water just by running a game for 5 minutes

Hey guys
This is a problem that has been making me absolutely furious for a few months. My laptop's CPU (i5 3210M, Dual @2.5) sits at ~50C once turning on the laptop, sits at 70C most of the time, and in 5 minutes of playing a game it hits 99C! WTF? It also throttles down to 1GHz and so I get massive frame drops. Sometimes, the GPU does as well!!!! I use my laptop on a table, and I think it has good enough airflow. Literally 10 seconds after closing an app/game that's hogging the CPU, the temperature drops down to 80C and then slowly goes back down to 75C. This is immensely frustrated and I honestly feel like I'm in a dead end. What could possibly be the issue, and is there anyway I can fix it without sending it to a store?

You could use a compressor, but 90 p.s.i that it outputs could be enough to damage parts. Using a vacuum wont do much either. The ideal is a can of air blown in the reverse direction of the laptops natural airflow direction... blow into the exhaust vents and backblow it out the intake vents. Most computer/electronic stores have canned air, or possibly you can order it online.
I would blow out all the cooling vents (with laptop off) with a can of compressed air, and hope that it's just dust that has built up over time. Once that's done, you may also want to look at a cooling base for the laptop. Take note of where your bottom vents are located, and ideally get a base with fans that will align well with that.
