overclocking not working as intended

Hello! My specs are at my signature. So , i had my cpu overclocked to 4.4 with 1.28V. This was done by a friends as i never overclocked before. After a BIOS update i tried to overclock myself.
I set AI overclock tuner to auto, then at core ratio i selected sync all cores and typed 44.For cpu core/cache voltage i selected manual and typed 1.28 in offset value.
So my problem is, my cpu is working at 1.296V and when stressed it goes to even 1.31. I want it to stay at 1.28 as i typed! Any idea what is wrong?
 
Offset is for the voltage allowed above whatever Vcore you already have isn't it? I mean I could be wrong but what I'm assuming is that the number you're typing in means that the CPU is being limited to 1.28V above the standard Vcore, not to specifically to 1.28V. Vcore and offset are not the same thing.

Try playing with the CPU load line calibrations, on my board, too loose an LLC and the voltage droops down, to tight and the voltage droops upwards as you've described, ive got mine set at level 3 on my board right now, where it seems to keep it pretty much at the voltage ive set, Level 1 on my board being the tightest where volatge rises, and level 8 being the loosest where volatge dramaticly droops.
