I need a motherboard, GPU, PSU, and cooling for the CPU. My knowledge of those isn't very good so I'd appreciate some help. Everything else (hard drive, DVD drive etc) I'll be taking from my old system at least for now.

If possible, I'd like to not go over the 500-600 range for those 4 things together but I know that might not be possible. For the GPU, I guess I'd just like something that is around the same level of relative performance as the 6700k.

Also this is the case I'm using from my old system: https://www.amazon.com/gp/product/B00I6BJATW/ref=oh_aui_search_detailpage?ie=UTF8&psc=1

No problem, you can get a DDR3 Z170 board and run it just fine, we've been running one in the store since release as part of a system we use daily and there's been 0 issue or performance droop so far.
Grab this.

I haven't bought the 16 GB DDR3 yet, that was just my plan, to buy that one. Do you think the 16GB DDR4 would be worth it, and if so should I get a different board?

My old system:
AMD Phenom II X6 1090T
Radeon R9 280x
750w PSU (a cheap one, not sure of the exact specs)
4 GB DDR3 RAM
1 TB Western Digital HDD (re-using this)

I have an HP w2338h monitor.

How much of a performance difference do you think it would be if I got a cheaper card like the 1070?
