M4600 2 Samsung SSD one 6gbs one 3gbs

2 Samsung SSD drives installed in Dell M4600 - AHCI enabled, bios A14, Windows 10 64 Pro, one drive 500MB - OS (Magician shows 6gbs). Second SSD drive Samsung 1TB (Magician shows 3gbs).

Magician shows on the second drive that SATA 3 is available yet it's running at SATA 2 speed. HWINFO64 shows both SATA speeds at 6gbs. I'm unable to find a fix. I did have the bios at A16 but read a thread that fixed another Dell with this issue.

Please assist, I've combed the web like a spider on steroids and can't find a resolution.

First thing, is anything actually wrong or just what the software reports? Is one drive running abnormally slow? A great way to cause issues is to try to "fix" things that are not causing any issues.

The magician software reports 284r/264w speeds at SATA II, nothing wrong really, just slower than the spec should be. I'm using the 1TB drive as storage for my vm machines so every bit helps.

CrystalDiskMark came back with 284mbs Read and 261mbs Write. In addition CrystalDiskInfo shows the drive in question at Transfer Mode SATA/300 | SATA/600

The 500GB drive shows Transfer Mode SATA/600|SATA600. I'm starting to wonder if the M4600 can support SATA III at over 500GB?

Read page 46 here http://www.mouser.com/pdfdocs/6chipsetc200chipsetdatasheet.pdf seems there are some limitations with the SATA controller.
