Solution
That CPU is not compatible with your mothebroard, and that GPU will need a better power supply. Your power supply is not a true 650W as it only has 16A on a single +12V rail.

If you could give us your total budget for upgrading maybe we could offer the best combination of components for you.

That PSU isn't very good at all. It has a measly 192 watt maximum on the 12v rail, which I don't believe is enough for a system containing the rx 480. the CPU won't be compatible with the motherboard too.

Is this a new build? Or are you upgrading a current build? What CPU and GPU do you currently have?

Also, the G4560 is the better buy, with only a slither less performance. The newer RX 580 would also be better if you can get it for the same price or less.

You could use the RX 480/580 instead, but I've seen that they will drop to lower framerate than the GTX 1060 when paired with a dual-core CPU such as the G4560. Still wouldn't be bad though.
