I just upgraded my monitor to one that is 4k 144hz and when I went to test out the higher graphics my computer heat shot up to 79 GPU and 71 CPU while gaming.

Is this just a matter of needing a better cooling system? Any suggestions of what I should get based on the below specs?

Specs:
Intel i5-4690k
Asus H97-Plus 1150
Geforce GTX 950

Thanks in advance for your help!

Those temps are within limits but getting close to maxing out. Yes, you should look at improving your cooling but there's a lot to that. It's more than just bigger/faster fans. You need to get cool air in and hot air out so air flow is important. To determine if you have an air flow problem pull the side cover off and check the temps. If they go down you need to improve air flow.

Air flow is affected by fans but also component arrangement inside the case, cable management (getting them out of the way), and inlet and exhaust restrictions and/or blockage, and general cleaning of heat sinks, fan blades, etc..

If you've got good air flow and a clean system then going to bigger/faster fans may help. Or you might need a new case to...
4k 144Hz monitor? Please elaborate.

A better cooling system may help, but what are you using for cooling right now? What were your temps before? CPU temp is still safe, and I think the GPU temp is too... but I can't see a GTX-950 delivering anything close to playable at 2K (1440p) let alone 4K.
