I have the same problem:

However, none of the options worked for me, including re-assembly, testing components one by one and everything else. I wanted to ask - which is more likely to be the source of the problem? The PSU or the mobo?

The PSU is a Be Quiet! System power 7 400w
The mobo is an Asus P5LD2-SE (yes, 775)

I'd really like to replace the mobo instead so I can shove a core 2 quad chip into my system but a friend of mine said the PSU is way more likely to be the culprit. Which one do you think i should get? I can only get one due to my poor budget which would leave me without a PC for quite a longer while.

If your friend is nearby ask if you can borrow their power supply. Connect it in place of your own, if the pc powers up then your psu needs replacing. If not then likely your motherboard is faulty.

If it's not possible to borrow their psu you can try doing a paperclip test to see if there's at least some basic function from your psu. It doesn't mean the psu isn't faulty, there could be other issues but it's better than nothing and if it fails this test there's no doubt you're due for a new psu.
