Solution
For gaming, the 1070 is required but not for editing, but an i7 will definitely do a better job in editing, your i5 4460 can handle a GTX 1070.
The i5 4460 is enough for editing but will be a bit slower than a typical i7.
However I'd highly recommend the i7 upgrade, it will help in editing and gaming both and will give a significant boost in them, the 1060 is more than enough for any game of today.

okay so if i upgrade to i7 do i need to upgrade my motherboard? or ram? if i upgrade one of these do i need to change/upgrade some of the parts that's hard for me to do

No you won't need to change any parts, since it's the same socket and generation.

yeah im using a 1080p im just being picky on my gpu which is i dont want to myself and also my motherboard is Asrock H81M-DGS that support 4th gen i7 so still i cant overclock the 4790-K? so its useless if i buy that and 4790 will be a good choice?

Then definitely upgrade to the i7, a 1060 is enough for 1080p gaming.
Your motherboard will support the i7, but it won't allow you to overclock it, that's it.

Where are you buying from? An i7 4770 will do your job.
