Can't access BIOS, only blank screen

My CPU is receiving high voltages upto 1.42V and wanted to set the max voltage to something a lot lower. My problem is that whenever I press del or F2 to access the BIOS all I get is a blank screen. I can post and boot into windows completely fine with no other problems. I've tried other monitors, tvs, gpu output, onboard mobo outputs and nothing. I've tested my RAM, GPU, PSU, Hardrives and they all work elsewhere as well as on my current build so I'm tearing my hair out.

Any slight increase in cpu usage causing the voltage to surge and my fans kick in but still see 70 to 80 degrees which is worrying as I say I'm not pushing it by any means.

Specs:
CPU: 6700K @ stock
MB: Asus Ranger VIII
CPU cooler: Darkrock 3
PSU: EVGA 650W
GPU: 980ti G1
OS: Windows 10

Right now I'm concerned if I can change settings but say I wanted to in the future change boot priorities or OC etc I'm locked in.
 
It sounds like BIOS failure. Was it behaving like this always, or is it new? Your board has BIOS flashback feature that allows to update BIOS 'blindly', so if that would be BIOS failure you could try to fix it that way. Otherwise you might need new motherboard.

I built it last October with no problems until now. Clearing CMOS didn't help, it bricked it until I did a BIOS Flashback to the latest version and now it can post/boot to windows but no BIOS access, just a blank screen.

Yes I have tried this but it is still a blank screen upon entering BIOS.
