Help! Trying to overclock my Athlon X4 860k

I have an Athlon x4 860k in a Gigabyte F2A68HM-DS2H motherboard with a Hyper 212 and I'm trying to overclock.

I disabled AMD Cool&Quiet and started overclocking. I put the base clock up to 3.8 ghz and the boost up to 4.1. but when i look at the task manager and AMD OD it keeps throttling it down to ~2.3 GHZ and never gets close to the maximum speed.
I tried to put the base clock back down to stock and left the boost clock alone and it didn't work.

edit: worse case scenario would be that I'm not able to overclock on this board. which is fine because I'm slowly saving to get a R5 1600x anyway.

Still a terrible board for overclocking I'm afraid.

My advice - dont spend another penny on that platform. Try and oc using stock voltage on your existing board, or just run it at stock, and save your pennies for a new mobo / cpu / ram
