The USB2.0 header on the board is actually meant for adding additional USB2.0 ports on the back of the PC. Your front panel is supposed to hook up to the USB3.0 header (item #17, p. 1-2, labelled "USB3_12" on the motherboard between the TMP connector & the "ROG_EXT" connector) or the USB3.1 header (item #9, p. 1-2, labelled "USB3.1_E1, next to where your 24/20+4 pin ATX power connector is).
I'm a little confused, though, as to how your Corsair h115i fan cable is blocking the USB2.0 connector. If the h115i is plugged in down there, it should be plugged into the "CHA_FAN3" port; the "ROG_EXT" port (which could potentially obstruct the USB2.0 port) is meant for the ASUS OC Panel (https://www.asus.com/us/Motherboard-Accessory/OC_Panel/)...which is completely separate from the h115i (& can be installed whether or not you're actually overclocking).
