How much can i overclock my new computer?

So I have ordered a new computer after about a year of saying I was going to do so after saving and playing on my laptop. After some deciding and help from the people of this community I went with this build https://uk.pcpartpicker.com/list/xyKrf8, Its GPU is an RX 580 4gb and its CPU is a ryzen 1400. My power supply is only 450w (bronze) and I'm worried I didn't go high enough on it. For me overclocking is not necessary at all, however, it would admittedly be nice. with specs like these how much can i expect to overclock my components, I am mainly planning on overclocking the 1400 (but if possible I would happily overclock the GPU as well) but I have only got the stock cooler with the 1400 and of course 450w of PSU so will I be able to overclock it much and what is a safe amount that will leave me 0% risk of fried hardware?

I strongly suggest not to overclock the GPU. You just got a GPU that consumes the most power this generation, and overall an extremely bad overclocker as it's basically a maxed out overclocked RX 480.

Ryzen top out at 3.9-4.0Ghz though you need a very good cooler and mobo. I heard that 1400 isn't a particular good chip to overclock as well.

yeah but could i get it to maybe 3.5ghz with my current hardware?
