I'm going to do a custom loop on my desk PC I'm not sure if I should get two pumps and two radiators.

The block looks good, but I'd avoid the pump. Quality pumps (without accessories) run about $50 on the low end. Throwing on a reservoir and head usually lands you at about $90-$120. I'd consider a pump that was that price alone. I'm skeptical when it's that price and includes the head and reservoir.

Your build only really needs a single 240mm radiator. I'd prefer to get at least a 280 if I were putting it together, though. Also, you'll need to make sure that the fittings on that block are the correct size for your loop. There are a number of different sizes that are commonly used in open loops. You'll also want to consider what kind of hose and hose clamps you'll use.

I'm saving up for a core i5 7500 and you access it from the glass top that's going to be there. Also a GTX 1050

Just want to fill the space up with something and also found some inexpensive water cooling parts that are under $150CAD
 
The parts are not expensive alone. Once you add in the tubing, fittings, coolant additives, etc. it adds up very quickly. If you go with budget parts, you'll also be betting the entire computer on whether or not the fittings leak.

An air cooler will be far more reliable at that price point, and the rest of the budget can go towards acoustic treatments, and perhaps some clever duct work to get the most cooling with the least noise in a desk build.

Can you post some links to the parts you have in mind? You could have come across an awesome deal, but if you need more parts than you expect, it's best to know sooner rather than later.
