Is motherboard dead or is it other components

Hi. So yesterday I was using PC, amd decided to put files from phone to computer. As I don't have a case for a computer, all USB cables can touch motherboard, and accidentally it happened, I touched with micro USB CPU fan and computer shut down in an instant, and doesn't turn on. Every fix I searched for, isn't helping. Checked the PSU, it's working fine.
Update:
Took out all other components, and placed onto old motherboard, CPU is good, GPU too, guessing motherboard is fryed, because afterwards when I put back components onto the new motherboard, and switched on, it started to spin every fan, for like a secend or two and it stopped.

What you're experiencing is static electricity, and that's the issue. When the cable touched the motherboard, the wires (made of rubber) isn't a good conductor, and when rubbed against something, could be charged and since the motherboard (or any other components) is made of metal, which is a good conductor, the charge from the rubber wires will jump I guess when it is on contact with or in close proximity to the motherboard or any component.
That's why when you see people build pcs, most of them will build a pc on a mat or do something to prevent static, which can damage the component permanently.
