Random stuttering video/games

No idea what is going on here. But quite frequently, especially while watching any kind of video on line, the playback will occasionally get really stuttery. Like, 10 or 15 fps, and will either go away after about ten seconds or so, or if I pause and unpause, or tab out, or exit enter fullscreen, do anything really, it goes away, for awhile. Sound isn't affected, and I don't think it is affecting anything besides the display, but not playing any games dependant enough of timing to be sure, just the video.

All drivers are up to date. I see this behavior across all programs. There are no processes popping up or significant changes in processor, memory, disk access, or network activity when this happens. A number of scans showed my system as clean (malwarebytes, etc). At a complete loss what this could be, or how to address it.

Amd 1.9 ghz laptop running windows 8.1.

Processor usage is at 20% or less during these periods of stutter, and when it isn't happening, things run smoothly. Sometimes for hours on a stretch.

Edit - This is especially viewable, and frustrating, when watching youtube. If I run videos in window they will start to stutter, audio remaining constant, until I click somewhere else, or pause and unpause, or just minimize and maximize the window... anything. But then it will do it again in a minute or three most often.
 
Check your power settings. Normally you should keep the laptop on balanced power settings. Sometimes people accidentally switch it to power saver mode, which can cause problems like this. You can also try it in high performance mode, to see if one of the settings in the balanced power profile is causing your problems.

Have you tried a different browser? Also, if you're using Chrome or Firefox, try watching in incognito or privacy mode. Those disable any extensions you've added (unless you're explicitly allowing them). If that fixes it, you'll have to go through your extensions one by one until you figure out which one is the culprit.

Also check your security software. Most antivirus suites have become bloated with features which aren't really necessary. One of the common ones is constantly monitoring your browser traffic to make sure you're not downloading bad stuff. I've seen these cause stuttering in video.

I really doubt your CPU is a problem. Most video decoding is done by dedicated hardware in the video card (exception is encrypted video streams, like Netflix or Hulu). Basically, even an Atom processor made in the last ~7 years can display 1080p video without stuttering.
