Liquid Cooled CPU Fan RPM Problem

I have a Liqmax II 240 cpu water cooler and I have been running into an "issue"

I have an i7 5820k that I've overclocked to 4.375Ghz at 1.275v

I'm getting average temps of 45-50c and temps up to 85c under aida64 stresstests

my "issue" is that my CPU fans idle at 2660 RPM and maxes at 2750 RPM. I don't know too much about double rads but shouldn't the fan RPM be well over 3000 RPM during load? It's as if the CPU fans don't even realize they are under load. I can't find a way to get the fan's to ramp up to compensate for the heat.

I've went into my bios numerous times to try to force a fan curve that would solve this. Putting CPU fan at 100% doesn't change the CPU fans at all.

CPU cache voltage, PCH voltage and whatnot are all at auto.
I have my ram running at 3000Mhz with a 14-17-16-33 timing set at 1.48v

I seriously doubt the issue is my thermal paste application, I dust my PC religiously every month.

Any information regarding normal double rad fan RPMs and cooling performance in my setup would be greatly appreciated, I can answer most if not all questions

Those fans are only rated to 2000 RPM. 2750 sounds more like the pump than the fans.

The fans should connect to the motherboard via a Y-splitter according to the manual. Check which header they're plugged into so you can see what speed they're running.

Also, if you check page 7 of the manual, those fans have a switch on them to change the maximum speed. If that's set too low, you won't be able to increase the fan speeds with a PWM signal.

I have never seen a fan on the market that operates over 3000 rpms.
I have seen gpus with fans that get that fast but they are very small.

1st is your radiator set as intake or out take?

but am I just going crazy, 85c with a 240mm watercooled radiator with a nowhere near crazy overclock. if its the case that this type of temp is normal then I was just misinformed
