2) as said, PCPARTPICKER is a good start for finding a case. Probably one without a front DVD would be needed based on your liquid cooling desires.

3) however, I would avoid multi-GPU and frankly the amount of RADIATOR you are looking at seems pretty excessive. A single, 120mm radiator is plenty for a GTX1080Ti, as the Hybrid models stay near 50degC at normal ambient room temp.

And a modern CPU doesn't need a thick, 360mm radiator either.

4) Ever see the Terry Crew PC build? (it's massive overkill on the CPU etc but it's pretty cool)

Budget for your new build?
Are you editing/rendering or otherwise?
I'll make a few improvements.
Performance over looks every day, I have an RGB strip and RAM in my case etc. and it just starts to look tacky after a while, I kind of regret it tbh. :p
Custom cables are a must though with high end rigs, they add so much character to the system.
Noctua's industrial range are also very loud, and you have too many fans anyway, two intake one exhaust is heaps.

YOUR BUILD has a few issues.
The MOTHERBOARD for example isn't meant for overclocking. And considering the budget, I would spend more for an i7-7700K because the i5-7600K is starting to fall behind.

In fact, i'd consider going with an AMD RYZEN build with the R5-1600 (a 6C/12T, $220USD I believe CPU).

There's plenty of good reviews comparing it to the i5-7600K.

There's a lot of CONFUSION about Ryzen. It has some issues to sort out (BIOS updates, Windows patches, and future games will be more optimized.. ) but basically it has slightly SLOWER cores for a similar price, but has MORE of them so is more future proof.

(if you can't watch the whole video, at least watch the ending. LOTS of other people agree with the conclusion including myself)

In fact, at 2560x1440 the difference between the i5-7600K and R5-1600 is usually minimal, and can even be SMOOTHER (less stutter) on the Ryzen platform.
 
Making a build, but some quick comments:
1) I'll be using the R5-1600 Ryzen CPU likely
2) Monitors: you want a 4K, 23.6" monitor? Huh? (I'll look at the budget, but I suggest something like a 2560x1440, GSYNC, 144Hz monitor instead... )
3) 16GB DDR4 recommended (not 8GB)

Why do you want two GPU rads?
Just use the one loop, get a prefilled water block for the 1080 and use the 360 by itself with flex tubing going from the rad to the CPU to the GPU back to the rad.

That's just an EXAMPLE of a mini-ITX build optimized for GSYNC. Some of it like the case is user preference. I don't know if that liquid cooler is the best or not, though I'd look into the NOISE of liquid coolers as some are too noisy.

If that's way off what you want then please explain why.

Other: I put in an M.2 SSD, however if you go with a 2.5" you leave the M.2 slot open. Intel OPTANE as a cache is an interesting product and I've seen it reviewed. You may want to leave that open.

*I put in a 250GB SSD + 3TB HDD. Now, a 1TB SSD is nice, but then you got a weaker CPU and GPU so I really wouldn't put the money towards an SSD which mainly helps with game LOADING at the expensive of CPU and GPU which benefit your actual gaming experience.

Your BUDGET is the confusing thing. I don't understand why you're going with an i5-7600K only. It's not a bad CPU, but it's already starting to fall behind so I would definitely go with the i7-7700K.

Window:
Think about the lighting. I put in the DDR4 memory I chose because it's RGB, as is the Asus Strix. You can change the lighting which is important when you have a window, or maybe you don't care.

Are you aiming for a custom loop with a reservoir, not an AIO (all-in-one)? Or was that just related to your current AMD setup?

*you really need to spell out EXACTLY what you're going for.

**GSYNC is the best way for game smoothness. If you don't understand it well, then maybe do some more research. The IDEAL gaming experience would be to have a 144Hz, GSYNC monitor and good PC then have your games running at 50FPS+ (depending on type of game).

In GSYNC mode you don't get the added lag that VSYNC causes. So even if you lock the game to 60FPS in GSYNC it will be a much better experience.

4K GSYNC is NOT an ideal experience. Once you hit 60FPS GSYNC no longer works. It's much better to go with a 144Hz panel to easily stay in GSYNC mode even over 100FPS and the lower resolution isn't that big a deal (in fact, 4K has application scaling issues).

I mentioned it, but if MINI-ITX is the desired goal it's currently not possible AFAIK. Unless he wants a larger, ATX build there's no point making a parts list.

That's why he needs to be SPECIFIC about what he wants (or doesn't want).

*and the AOC monitor linked above doesn't have many user comments. Hard to tell if it has issues or not, especially if it's new and there may be initial build issues to sort out. I'd probably go with the ACER I linked which has been around for a while.

RYZEN needs at least 3000MHz DDR4 especialy with an R7-1700. INTEL doesn't need as fast of memory, but if you research you'll see they recommend a COMPATIBLE 3000MHz or higher kit. (though you may need to clock it lower until BIOS issues are sorted out)

I don't like the FOUNDERS GTX1080Ti as it's too noisy. Asus and similar coolers are quieter.
