I might need to know this for later, but if I am installing a USB driver and something goes wrong, is there some sort of built in driver or support for keyboard or mouse so that even if the driver doesn't work, I can still use both? Thanks. (Also, no optical drive, just a reused windows install with a new mobo)

You won't know until you test it out. From my recollection, it all depends on the Operating System and PC make and model. I would assume the newer the computer, the more likely it would have one.

I had an issue with by USB drivers once in Windows 7 Ult and I went into the DM and removed them. When I exited the DM the system detected new hardware (the USB ports) and automatically found the drivers and reinstalled them and my issue was fixed.
