want to upgrade cpu and motherboard need advice

Hey guys just got myself a 1070 a couple weeks ago and plan on upgrading this system

Rig
750gb 7200 hdd
128gb ocz-vertex3 ssd
500 watt power supply
2x4 gb of 1600 mhz ram 240pin
1070 evga sc
1440p 144 hz aoc monitor

yeah these 2 things are old
p6t motherboard
i7 930 oc'd 3.8 ghz
need to know a good cpu to upgrade to and a value mobo to go with it and would like to spend about $200 but no more then $300 for a combo of cpu and mobo and actually get money worth out of actually upgrading and not just be a waste for 10% increase in perfomance would like a pretty noticeable amount. Also I would prefer to buy off amazon and if i have to newegg.
Mainly wanting to play heavy cpu intensive game like arma 3 but i feel like my cpu is hitting its lifetime been running hot and overclocked for a while and feel like its going to croak soon ): but mainly just want modern bios improvements and a good value cpu

never was a big fan of amd but then again havent really seen the ryzen performance before i might just wait and get the 1600x and a good asrock mobo with sli support and get another 1070 down the line and sli. What air cooler would you use for the ryzen cpu's that is good value and so i can overclock it a lot because i see a lot of people talking about how you can overclock the crap out of them but they overheat way before you can overclock too much on air.

so i just looked up the specs of both and the base of 1600 is 3.2 and 1600x is 3.6 is the 1600 basically a lower clocked version of the 1600x and is the same per say if i overclock 1600 to 3.6?
