IRQL Not less or equal error in windows 10

miracles? How you expect to fix PC without starting it? If it crashes as soon as you start, we can try to get necessary files to work out problem by going through safe mode
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
change boot order so USB is first, hdd second
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode
once here, make a copy of the memory dump found in c: (its not in any folders, just scroll down) and upload it to a file sharing site and share link here and someone who can read them will figure it out for you.
irq errors are drivers so if you installed anything new recently, go into device manager and uninstall it, might fix errors.
