Rx 580 with i5 4570.

What's your definition of a bottleneck? If it's to the point where the computer won't run, then sure the i5-4570 won't bottleneck a 1080ti. However, a 1080ti will be slowed by that cpu when compared to a more powerful cpu.....so that's a bottleneck.
Would I recommend a 1080ti with an i5-4570? Hell no, it's just a waste of money as you'll never get full performance from it. The RX 580 is about right, some games will be cpu limited and other gpu but overall they are well matched.
