using PCI x16/x8 for single GPU errors, system crashes and sound loss on loads. Massive OS stutters on simple loads.

Hello, Tech Gurus of the internet world.

I'll keep this as simple as possible and will be listing system specs below. I am having an issue where if I use my PCIE x16/x8 slot for my GPU the system chugs and is really choppy on load points. the sound cuts out anytime anything is loaded, browsers opening, steam or blizzard clients opening or loading anything really. I built my rig for gaming and if Im playing something simple it plays fine but still has it choppy points if the game starts processing anything, which is always. Sometimes for games like Ark or Rust after a certain point the whole system will shut down and reboot without notice, just turns off. Ive done everything to troubleshoot this, new bios for motherboard, updated intel chipsets, new bios for GPU, uninstalling reinstalling drivers, reseating my liquid cooler and CPU, reseating my RAM and GPU changed PSU power cables, and PSU's

This problem started when i switched from a Hyper Evo 2 air cooler to a corsair h100i liquid cooler.

I found a work around by switching my GPU to the 2nd pci slot which is x8 on my MoBo and everything is fine. games run fine, the chugging is gone, sound doesn't cut out from stuttering, it doesnt randomly shut off during demanding games. I'm at a loss as far as what it could be.

Am I missing a setting somewhere in my bios? Is that pci x16 slot just bad and the board needs RMA'd? Is it a liquid cooler issue?

For my liquid cooler I have the 2 fans wired right to the cpu headers instead on the Y connector off the water pump because Ive read that if you don't have atleast 1 fan to the header it can cause issues. water pump connector is on the water pump header. I'm not sure if that has anything to do with it tho because it works fine with the GPU on the pci x8 slot.

SYSTEM SPECS:
Asus ROG Max VIII Hero Alpha
i7 6700k (problem is the same with or without OC profile that comes with Mobo bios)
Corsair H100i water cooler (stock fans)
ROG strix gtx 1070
g.skill tridentz 16gb 3200mhz (8gbx2 kit)
thermtake 850w psu
case fans are thermaltake Riing 2 kits i have 2 controllers one to 1 fan and 2nd controller has 3 fans on block.

Thats everything I know and have done. This issue started back in febuary and I just recently tried switching the PCI slots and actually found it to be stable. so really I'm curious why the x16 pci slot would be having issues. any input or help would be awesome.

Maybe that liquid cooler have too high mounting pressure or you seated it wrong and it bend pins on motherboard and this is causing it? Try look under cpu on socket. Pcie lanes are wired directly to cpu. So if cpu is fine then there must be physical problem with board.

Thanks for the response Mister_MO.

I checked yesterday if the pins were bent on the cpu socket and they are all fine. the mount screws are only finger tight to the point that they are barely snug because I thought that might be the issue as well after I checked for a bent pin. but the problem still persists.

Not that I have seen in the Bios. there is one option that has a drop down menu to select the PCi type but the only option that shows up in the list is PCI x16/x8 when the GPU is in the 1st slot and it changes to PCI x8 when I have it in the seconds x8 slot which I believe it should be doing. I could look more extensively later in the day when I am at home tho.

It is not possible to change it to change it to 8x on this board. Sorry it took awhile to get back, had a bad storm roll through my area and the power has been shoddy to say the least
