I have two 780ti SC's one is giving me this message

I had ran this in SLI for like 4 years. I never OC'ed or anything like that (they where OC'ed by manufacturer so why bother?). I had an issue a while back and I had to resinstall windows and at the time I was just using one card to sort things out. Now, this card is giving me an issue. First it boots fine but I get this window I linked here in forum. When I try and use NVIDIA Experience to update drivers upon restart I get error code E7 in the bottom right screen on black window. However, the other 780TI boots no problem. Is it a bios issue on the card itself? Can it be fixed or should I just trash the card? Any opinions / help would be appreciated thanks!

Yea, I have another desktkop and I tried the card and it doesnt work. It displays when attached to the graphics card and shows up as the 780ti in device manager but with a little ! next to it saying proper drivers arent installed even when they are. I've whiped drivers on both comps and installed again from EVGA and from NVIDIA and still doesnt recognize it has the drivers. I've read that if the card isnt showing up in Device Manager its deffinetly a bonk card but whats weird is it does show. I took the card apart and checked it over as best I could and everything looks fine. Re-applied heatsink goop and tried still nothing. Guess the card is toast.
