USB ports turn off during installation

Components:
AMD A4 5300
Gigabyte F2A88XM-D3HP
8GB DDR3 RAM (2 X4 sticks)
GT 710 Graphics card
450 Watt PS
Seagate 1TB hard drive (mechanical, SATA)
It boots fine and I have USB Legacy Support enabled. It works and I even see it install Keyboard drivers as it reads the disc, I press f6 as well to get my hard drive to show up. As soon as it finishes and says "welcome to Windows XP setup, press enter to continue, etc" the USB 2.0 and 3.0 ports shut down and won't turn back on. I've tried every port. Sorry if I'm missing something obvious. I haven't tried a PS/2 keyboard either it appears to have a port for it though.
 
Solution
XP needs a driver from Microsoft to support USB2. SP2 should have it built in, you might need to unplug the usb device and plug it back in.

USB3 needs one as well but I doubt you'll find an official one that works
