Ram slot not working

So I just built a new PC and got 16gb of ram I installed them In slot 1 and slot 3. It has been a few months and I just noticed my PC says it only has 8gb. I then moved a ram stick from slot 3 to slot 4 and it recognizes it. Will having them in different colored slots affect the performance? Or is there a way to fix my slot 3?
 
Solution
First off, put the 2 Memory sticks IN THE SAME COLORED SLOTS

And furtherst away from the CPU.

So in your case, put it as 2-4.

This should fix your issue, if you plan to upgrade, Put the first mem.stick in slot 1, then slot 3.
