My CPU and GPU usage is all over the place when I game. Performance is consequently taking a hit, with constant stuttering. I'm observing a fairly good framerate, but it always tanks suddenly and quite often.
GTA V, for instance, ran on my old GTS 450 at 1400x1050 without any stuttering issues. However, with my GTX 960 I'm not able to achieve even the same level of performance without sudden stuttering.

Note that in the screenshot, the CPU usage is at 15%, it spikes back up to the 80's and 90's and then tanks to the 20's, etc. This spiking happens simultaneously with the GPU usage too. Also I did notice that my Disk Usage is at 100% does that have anything to do with this?
Any and all help would be appreciated.

Nvidia MSI GTX 960 2GB
4 GB DDR3 RAM
