new build. need help. i think the mobo is doa

ive just finished building my new pc and when ive booted it i get no display and a red led for the cpu on the mobo. its annoying considering its brand new.. ive triple checked the 24 pin and 2x4 pin cables, re-seated the cpu twice including a check for bent pins. the thermal paste doesnt overflow (only put a pea size on). removed cmos battery and also swapped it for my old one.. still no hope. the liquid cooling pump comes on (in the cpu fan slot) ram lights up fine. there should be leds on the mobo that come on but they never have.. the mystic light thing.
any advice will be appreciated! i just want this thing up and running. i suspect a dodgy mobo was supplied.
system specs cpu: i7 7700k gpu: gtx 1080ti fe mobo: msi z270 gaming pro carbon psu: thermaltake smartpro rgb 850w bronze modular power supply case: thermaltake core x71 tempered glass ring edition memory: 4x8gb corsair vengeance rgb ram cooler: swiftech h220 x2 aoi cpu liquid cooling system

fixed. it was the modular psu. first time using one as the old one had cables connected right to it. turns out the atx cable from the psu to the mobo had both a 24pin and 10pin that had to be connected to run the 24pin on the mobo.. i thought it was just an auxillary for something else.

yeah mate ive gone right through that checklist. the only one i didnt do is the psu. but that still runs the cooling pump and so on so i naturally assumed it was ok?
there is supposed to be leds built into the mobo throughout and they dont come on. cpu fan doesnt turn on. i figure its either the mobo or the psu now. the rgb ram lights up tho.
 
Time to go to basics. Leave just CPU, cooler, 1 stick of ram and PSU connected to mobo. No GPU, no drives, no USB. If nothing, remove all ram (but you need beeper for that step) - if you get beep code with no ram, it's either ram or mobo; if no beep here, it's either mobo, CPU or PSU.
