EVGA 600-B Makes Apu frequency unstable

Hi yesterday i changed my 300 watts Be Quiet! Psu for an EVGA 600-B one since then I'm getting very weird problems.
When i first turned on my pc sometimes it will restart by itself, i fixed that by changing the cpu voltage, then the real issue came in.
My Apu clock speed doesn't stabilize, it should stay at 4,5Ghz(like it stayed for 1+ year with literally 0 issues with my 300 watts psu) sometimes it stays around 4.4, but it goes down to like 4.0 and sometimes even to 1.8(the lowest possible i think).
Also if i try to stress test with Prime95 sometimes the frequency will go down, sometimes some cores would give out a "hardware error" all of this at random.
could this be caused by the Psu?

Can you bring back your old PSU and see if the issue is persistent? If the old PSU doesn't exhibit the same problem then it's likely that the 600B unit is faulty since lack of power can be an attribution to hardware error when stress testing. On another note, have you made sure your motherboard BIOS is up to date?

My bios is to the latest version, when i was with the old psu it was running the 2014 version with no issues, i've the old psu right now, im going to re connect it and keep you guys updated.
Edit: with the old 300 watts psu the frequency went to 4330 once and now its stable at 4500
 


Well since it works with the old one then the new PSU is bad. To be honest it was a poor choice of purchase as is.

But even with the old one it happens, what if its the motherboard or even the cpu tomorrow i'll do some other tests...
Which psu should i get, everyone that i check seems to be bad in some ways? im going to have 200 euro (im in italy) by the end of school and ii have 2 plans:
-add a 1060 mini to this system if i can solve the issues;
-buy an AMD FX-8320 and an MSI Mod SoAM3+ 970 Gaming 7693-040R and get an used cheap gpu till my birthday which is in august and then get a decent gpu
