High end PC, but fps isn't as high as expected(games aren't as smooth as they should be).

Hello everyone! I've had this problem for about half a year now, and I tried everything to fix it. (Even bought i7-7700k processor, ASUS Strix Z270E Gaming motherboard and CRYORIG R1 Universal CPU cooler - it didn't solve the issue. I don't really know what to do, or what to expect. I am playing csgo, league of legends for the most. I guess with a pc like this I should atleast have STABLE 300fps in csgo, but I dont. Fps is around 220-300(with small drops to 200). I have a 144hz monitor, and the game should be smooth, but it isn't. I've tried recording cs-go demos and tried moviemaking, seems like demos are missing a couple of frames and they seem to be some kind of laggy. League of legends, isnt THAT smooth either, 200-300 fps, but it cant be compared to csgo..

Windows 10 Home (64bit)
I7-6700 - 3.40 GHz. (I don't think this processor can be overclocked(one of my friends told me that).
Nvidia GeForce 1080 8gb armor oc(Did not do anything with overclocking, as I have no knowledge about it at all).
16 GB Ram
ASUS Z170-P Motherboard.
Power supply - Corsair VS650.

Wait, you bought an i7-7700k and...didn't install it? Installed it, and when it didn't fix the issue removed it and returned it?

Also, exactly what type of RAM do you have? 2x8GB? 4x4GB? 1x16GB? DDR3-1866? DDR4-3200? Kingston HyperX? Corsair Vengeance Platinum?

I did install it, but it didn't solve the issue.. And then I removed and returned it. Ram is 2x8gb Corsair Vengeance LPX. DDR4-2400MHz.. Could my ram be the issue here? Since its only 2400mhz? Maybe I should try to upgrade it to some faster ones? 3600/3200mhz?

Could the PSU seriously be causing such terrible performance? Never could've thought..

Corsair RMx Series RM850x Would this be good enough? Or should I look up to something way better than this?

I tend to recommend that on PCPartPicker you filter PSU's to a minimum of 80+ Bronze efficiency; that tends to mean better overall quality as well. Your current PSU has plenty of power for your PC; it provides 650W, but your computer only uses around 330W. Just replace it with one that's marked as 80+ Bronze, Silver, Gold, Platinum, or Titanium, and see if that fixes the issue.

In fact, there's a Corsair RM650x that's 80+ Gold, only $90, and will probably fix your problems.

Also I forgot to mention, the problem is fixed when Im playing offline vs bots. But as soon as I connect to any server with players on it, the problem is there again.. :(
