Win10 on m.2 Samsung 960 Evo occasionally doesn't boot

I recently upgraded almost my entire pc (everything but psu) and installed windows 10 on a brand new Samsung 960 m.2. Occasionally windows will fail to boot just after the motherboard splash screen and will give the screen below.

The computer hangs on that screen for 30 seconds or so until it reboots and will then successfully boot windows. On top of this when i get to the windows 10 log in screen it flashes a few times instead of nicely fading in.

Additionally, I am seeing occasional artifacting vertically across the screen. This happens maybe once every few hours.

I am fairly confident the ssd is the problem as I have installed it in two different pc's with the same results. I have ruled out my gpu as well because it runs in a separate pc with no issues. This is the second 960 this has happened with as a sent the first one back with the same issue. I have tried putting the ssd in both m.2 slots and have reinstalled windows 10 three times now. BIOS is up to date and set to AHCI. I feel like I am missing something simple, any help would be appreciated.

RAM: (2x) Corsair Vengeance LPX DDR4 3000MHz 8GB
GPU: ASUS Strix GeForce 1080 ti OC
STORAGE: Samsung 960 Evo 250gb
PSU: OCZ 750w

I have a 120 GB 750 Evo in SATA6G_1 and a 500 GB 850 Evo in SATA6G_2. I tried unplugging them both and am still seeing problems.

No luck there. First try didn't boot. It seems like its slowly getting worse. For the last week or two it failed to boot maybe 2-3 times. Now since last night it has done it almost every other boot.

Nah the other machine is a gigabyte board. Its really weird. Thanks for the suggestions though. Probably just going to install on the other ssd and call it a day.
