Cooler Master Hyper 212 Evo 1600rpm Idle

Hello, I had my pc for about 2 months, and my AMD FX-6300 3.5ghz ran fine at below 20C on idle with the fan usually running at around 1200rpm. The past few days have been hot in my area, about 90+F. After these two days, the Hyper 212 EVO fan started running at around 1600rmp at idle, and the temperature increased to 28-31C. What's the best way I can solve this issue? Should I clean off and reapply thermal paste, reseat the cooler, or dust off the cooler and the fan? I've enabled smart fan control on my motherboard, and the cooler fan is connected to the 4-pin header. I went into my bios and checked all of my settings, fan control is on and the CPU now runs at about 33-36C when the fan is running at 1300rpm. I've also double checked that my bios was the most current version. When I get into windows, it ramps up to about 1500-1600rpm. I don't know what could have caused this sudden change in cooling performance, and if there are any suggestions please let me know right away.

First make sure your fan feels like it is blowing at 1600 rpm and its not going bad, second clean off all dirt/ dust. if you have quality thermal paste on and its only 2 months old that should not e a problem, and what program is telling you your fan is spinning at it's rpm?

Smart fan control is enabled in my motherboard bios, and I can hear my fan ramp up to 1500-1600 rpm when it goes into windows. It has never done this before, I'm guessing it's either some dust buildup or the thermal paste. By the way I have a gigabyte ga-78lmt usb3 and I'm using the cooler master thermal paste that came with the cooler.

odd, cooler master paste is usually pretty good and should last a fair amount of time. open task manager and see if anything is running secretly in the back that is occupying some cpu power. if needed the cpu can be delided that is said to be able to do a 15c drop with the right thermal paste.

you should remove your heatsink to clean tt, if you do replace the thermal paste, and also take a paint brush or somthing to wipe dust off your fans.

The next day was about 71F, and the cooler was still running at those speeds. I'm just really uncomfortable because it used to run at below 20C at about 1100-1200 rpm no problem. I'm going to reapply the thermal paste and used compressed air to clean off my pc and see if anything changes.
