was thinking the Noctua nh-u14s, but some reviews state it does not block slots, some say it does.
Cryorig R1 Universal is offset for ram, but i read it can block some pcie slost

any air coolers that have great cooling but don't block those slots?

Solution
You'll be fine with PCie issues and that motherboard. The fan isn't any wider than the length of the RAM slots and the PCIe 16x slot is further down the motherboard than the slots. The first slot is a PCIe x1, so if anything it may jut in to that space a bit, but your PCIe x16 slot shouldn't be affected.
Depends on what you're trying to do with it and how large an overclock you want to get. Also different motherboards will have different issues with coolers. Noctua is pretty good with their cooler's FAQ and what motherboards they're compatible with.

What's your specs and what are you trying to do with the cooler?

damn, sorry. i meant to leave some specs. the mobo will be ASUS z270 Maximux ix Code. the gpu will be a 1080ti. i'd like a FTW3 but it might be one of the big ones w/ cooler. like an AORUS

i saw the compat list, and it shows the noctua as compat w/ the Code mobo. but i read a few people claim it still conflicted with the pcie. ram was ok tho

Really? I've been using Noctua coolers and relying on their lists for years and have never had a problem. I find that really surprising. Having said that, if you're worried about compatibility and post-sales support you're probably better sticking with Noctua. They are widely regarded as offering some of the best post-sales support on the market. That's not a guarantee - admittedly - but I'd be disappointed if their compatibility list was incorrect, and disappointed further if they failed to resolve that with you in a productive way!

Have you already got the mobo? Noctua provide very detailed dimensions so you can just measure it and check that way.
Alternatively you could drop to the U12s which is narrower, though you'd be sacrificing some cooling performance too.
