Best graphics card for 200$

Hi, guys! I need your help to grab the best gpu in that price category. A friend has offered me an used R9 390x for 190$ and it seems to be a good offer. What's your opinion? Is there any better option? Do you even recommend to go with an used piece?
It's worth mentioning that I'm going to gaming @1080p60 monitor!

An R9 390X for $190 seems pretty good from a performance view (should outperform any modern card at this price point) but note this card gets quite hot and uses a lot of power. - 390X owner.

If you decide to buy new the best GPU i could find within this budget (in USD) was a new RX 580 4GB MSI Armour OC. Link > https://pcpartpicker.com/product/zwbkcf/msi-radeon-rx-580-4gb-armor-oc-video-card-rx-580-armor-4g-oc. The RX 480 / RX 580 / GTX 1060 6GB are the best cards for 1080p 60 Hz at High/Ultra if you can find one within your budget like that one. But the R9 390X generally matches these cards in 1080p but outperforms them at higher resolutions. Hope this helps :)

As you can see here the 390X is slightly ahead of the RX 480. This list hasn't been updated with the RX 580 but it would probably match it at 1080p,
however in higher resolutions the R9 390X gets a solid lead.

CRO5513Y،، Hay buddy, thanks for that academic reply xD very informative and yes it's supposed to help a lot. But let me spruce up the cards.
-any card could deliver the same performance as 390x for 190$ would be my best option "in used category"
-for 200$ I can go with a new RX 580 which would perform like 390x @1080p
And since I'm not planning to upgrade my monitor and no one is preferring to get a consumerd second-hand items so my best choice is RX 580! Is that wise?

rcald2000،، Hay bro! Yes you're right. Theoretically i should push my budget. it's already 250$ but there's 30~50$ reserved for the shipping cost to Egypt! Anyway I think that rx 580 would be enough. Thanks for your input.
