An R9 390X for $190 seems pretty good from a performance view (should outperform any modern card at this price point) but note this card gets quite hot and uses a lot of power. - 390X owner.
If you decide to buy new the best GPU i could find within this budget (in USD) was a new RX 580 4GB MSI Armour OC. The RX 480 / RX 580 / GTX 1060 6GB are the best cards for 1080p 60 Hz at High/Ultra if you can find one within your budget like that one. But the R9 390X generally matches these cards in 1080p but outperforms them at higher resolutions. Hope this helps
As you can see here the 390X is slightly ahead of the RX 480. This list hasn't been updated with the RX 580 but it would probably match it at 1080p,
however in higher resolutions the R9 390X gets a solid lead.
Now in 4K in case you move from 1080p, you'll see the 390X stretches it's legs more.
