Possible GPU/Display Problem

So I've had this PC for about 3 years and suddenly out of the blue everything went to hell real fast. My PC blacked out and crashed and upon restarting i was met with a barrage of flickering horizontal lines. So far i've done the following:

- uninstalled my drivers completely.
- removed the GPU from the system completely and putting it back in after dusting it over with compressed air.
- tried various different cords between my PC and monitor, got the same problems each time.
- Ultimately restored PC, still having problems.

It seems that no matter what i've done everything remains the same regarding these flickering green lines and all online solutions i've come across didn't work much in my favor.

I'm using the following:
GPU: EVGA Nvidia GTX 780
CPU: Intel(R) Core(TM) i5-4670k CPU @ 3.40GHz 3.40 GHz
Monitor: ASUS VS Series VS247H-P Black 23.6" 2ms LED Backlight Widescreen LCD Monitor

i'll include more info on request, not entirely sure what else to say i'm desperate for a solution at this point

Sorry for late response, I do not have any artifacts while running on iGPU, is there any possible fixes or is it time to buy a new card?
